With regard to the establishment of a formal basis for cooperation in the field of scientific and technological research, which expands and strengthens the implementation of cooperation activities in areas of common interest and promotes the application of the results of this cooperation to economic and social benefits. Nevertheless, general scientific consensus is a concept often cited in the treatment of issues that may be the subject of scientific methodology. While community consensus is not always easy to identify or correct because of a paradigm shift, the norms and benefits of the scientific method generally tend to ensure, to some extent, that scientists look at a general body of facts that are explained by scientific theory while rejecting certain ideas that run counter to this finding. The concept of scientific consensus is very important for scientific pedagogy, evaluation of new ideas and support for research. It is sometimes argued that within the scientific community there is a closed bias on new ideas. Protoscience, Fringe Science and Pseudoscience were subjects that debated delimitation problems. In response, some non-consensual allegations have enshrined skeptical organizations, not research institutes, a lot of time and money in whistleblowing ideas that go to opposition to a general consensus on a particular topic. In public policy debates, the assertion that there is a scientific consensus in a given area is often used as an argument for the validity of a theory and as a support for the action of those who benefit from a policy based on that consensus. Similarly, arguments for a lack of scientific consensus are often encouraged by parties with ambiguous policies.

Consensus is achieved through communication at conferences, the publication process, the replication of results reproducible by other scientific debates and peer review. A consensus conference is called a consensus conference. Such measures lead to a situation in which those in discipline can often discern such a consensus where it exists; However, it can be difficult to tell outsiders that a consensus has been reached, as the “normal” debates by which science progresses may appear to be an external challenge. Sometimes scientific institutes publish opinions to convey a summary of the science of the “inside” to the “outside” of the scientific community. In cases where there is little controversy on the subject under consideration, the definition of consensus can be quite simple. Scientific consensus is the collective judgment, position and opinion of the scientific community in a given field of study. Consensus implies general approval, but not necessarily unanimity. “Observations from around the world clearly show that climate change is underway, and rigorous scientific studies show that greenhouse gases emitted by human activity are the main drivers.” (2009)e) Any issue or dispute over the interpretation or implementation of this agreement is resolved by mutual agreement between the parties. Community membership is generally, but not exclusively, a function of education, employment status, research and institutional affiliation.
